National Water Safety Management Programme

Royal Life Saving Society (RLSS) National Water Safety Management Programme (NWSMP)

The National Water Safety Management Programme (NWSMP) is a new programme which is the first of its kind in the UK. The programme was launched in 2011, to provide training to individuals and organisations which work in or around water. This programme will ensure that employers, organisations and individuals are able to meet their statutory, moral and ethical obligations with regard to safe supervision around water

Due to its flexibility, the programme is appropriate to a range of different organisations including schools and colleges, Outward Bound Centres, River Authorities, Water Authorities, Building Contractors, Voluntary Organisations, Scout Groups and other organisations engaging in outward bound activities.

The programme is made up of three levels so delegates can attend a bespoke course tailed to individual organisational needs:

  • Level 1 – Basic Water Safety Management (no water entry required)
  • Level 2 – Environment Specific - Beach or River (requires water entry to waist depth only)
  • Level 3 – In Water Rescue Unit (requires short swims in water)

Within each Level there are a number of modules that can be selected if required and there are a number of others in development.

  • Beach
  • River
  • Events
  • First Aid
  • Life Support
  • Others in Development

The course is designed to be accessible, however there is a practical element for Level 3 involving in water rescue which requires:

  • A current first aid qualification or Completion of a NWSMP First Aid Module.
  • An understanding of the principles of risk assessment.
  • Confidence in the water.
  • Ability to conduct a 30 metre swim and non-contact tow of a simulated conscious casualty.
  • Ability to conduct a 15 metre swim and tow of an unconscious casualty.
  • Ability to dive underwater to a depth of 1.5 metres.

The award is not about lifesaving or lifeguarding, it has been designed to help those that manage activities around water through effective safe systems at work, but it does consider the response should an incident occur - the award is about managing the aquatic environment.
